CHURCHES AND ECCLESIASTICAL JURIDSDICTION MEASURE 1991
The Faculty Jurisdiction Rules 2000  

MINOR WORKS LIST
Chancellor’s Guidance as to Matters NOT requiring a Faculty  

GENERAL INTRODUCTION:

  1. The following list has been prepared after consultation with the Diocesan Advisory Committee and comprises those matters which, for the time being, may be undertaken without any Faculty. If the list is altered at any future date the Chancellor will give fresh, written guidance.
  2. The list is intended to assist Parochial Church Councils, Ministers and Church Wardens so that they are aware of when they can introduce or replace items or carry out work without a Faculty. It is expected that they will, in all cases where approval of the Archdeacon is required, obtain such approval before entering into a contract for work to be carried out. Failure to do so may result in the need for a Confirmatory Faculty for which a fee can be charged
  3. If you are in any doubt about any matter you should consult your Archdeacon or the Diocesan Registrar.

MOVABLES:

  1. Cruets.
  2. Vases.
  3. Kneelers, hassocks and cushions (but not a substantial replacement of them).
  4. Surplices, albs, cassocks, choir and verger's robes.
  5. Replacement of altar linen (but not the introduction for the first time of altar frontals or falls.
  6. Decorative banners used for displays not lasting more than three months.
  7. Authorized Service books.
  8. Hymn and song books, Bibles and choir and organ music (but not disposal of hand-bound or other valuable books).
  9. Introduction of Registers and their deposit in the Diocesan Record Office.

FURNITURE & FIXTURES:

  1. Introduction in vestries of furniture and furnishings and minor fixtures (excluding wall safes).
  2. Fire Extinguishers (subject to Archdeacon’s instructions as to location and method of fixing).
  3. Introduction of small moveable bookcases or display or hymn boards, subject to Archdeacon’s approval.
  4. Replacement of carpets and/or underlay, subject to the Archdeacon’s approval and with the agreement of the Architect (provided that the type of carpet and its backing/underlay was recommended by the DAC when first laid).

WORKS OF MAINTENANCE:

  1. 1. Works of routine maintenance on the fabric of the church not materially altering its appearance and subject to the Archdeacon's approval. This includes, for example, replacement of broken roof tiles or slates, but excludes repairs to broken or cracked panes in clear glazed windows and to tiled floors.
  2. Works of routine maintenance of electrical fittings or other electrical equipment and furniture, approved NICEIC electricians and subject to Archdeacon’s approval.

MUSICAL INSTRUMENTS:

  1. Routine tuning of organs, harmoniums and pianos.
  2. Maintenance and repairs to pianos.

BELLS & CLOCKS:

  1. Inspection and routine maintenance of bells, bell-frames, clocks and clock faces.
  2. Replacement of wooden bell stays.

CHURCHYARDS:

  1. Purchase and maintenance of lawn mowers and other churchyard equipment.
  2. Routine maintenance of paths not amounting to full re-surfacing.
  3. Repairs to and re-painting in same colours of a notice board.
  4. Seats/benches, subject to Archdeacon’s agreement.

NOTES:

  1. Routine Maintenance excludes replacement and the cost is immaterial.
  2. All other items require a Faculty.
  3. If in doubt about any matter or about the disposal of any item, consult the Archdeacon.
  4. This list may be added to by the Chancellor from time to time after consultation with the DAC.
